Lamont declared a state of emergency Saturday night and banned commercial vehicles from state highways at noon Sunday as a winter storm dropped between 8 and 18 inches of snow across Connecticut, prompting officials to advise motorists to stay off the roads + remain in safe locations until conditions improved.
