- ➤ Gov. Ned Lamont’s new $55.8 billion two-year budget plan delayed cuts to school funding by keeping about $2.4 billion per year for local districts — it also boosted special education with an extra $40 million for excess cost grants and added a $300 million child care fund for universal preschool — and it kept steady funding for school meals and tutoring programs.
